At that time, still under the regime set up by the Institutional Revolutionary Party (PRI) for nearly 70 years, the federal executive had everything under its control. “From 1994, early 90s, to this day, there are a lot of autonomous organizations, they broke up the state … and they created all these organizations,” he said. Although López Obrador spoke of administrative reform, it should be constitutional because Magna Carta recognizes autonomous bodies based on their function of protecting human rights, seeking justice, organizing electoral processes, among others. The Magna Carta gives autonomous public bodies legal personality and their own assets, making them legal persons under public law, with normative or regulatory power. In the President’s opinion, most of these organizations “do nothing for the good of the people” and their members “make a lot” of money. “There are institutes for everything. It was like the case with trusts: hundreds of trusts. It helped us a lot that they were canceled because we saved around 50 or 60 billion pesos, ”he said. If its reform is approved, the Federal Institute of Telecommunications (IFT) would become part of the Secretariat of Communications and Transport, and the National Institute for Transparency, Access to Information and Personal Data Protection. (Inai) would be an annex of the Civil Service Secretariat. The Federal Commission for Economic Competition (Cofece) would be integrated into the Ministry of the Economy. The National Human Rights Commission (CNDH) would fall to the Ministry of the Interior and the National Council for the Evaluation of Social Development Policy (Coneval), responsible for measuring poverty in Mexico, would be in the hands of the Ministry of Social Protection. Regarding the specific case of the INE, López Obrador said he would not return to the Interior Ministry, as was the case before, but would join the judiciary to make it “truly” independent. “It really has to be autonomous, it’s not the case now. And it could be in the justice system. Autonomous, independent power, with people of integrity, honesty, irreproachable, but not what we are currently suffering from ”. The last time Segob held the presidential elections was in 1988, when Manuel Bartlett was head of the agency. These elections, won by the official candidate Carlos Salinas de Gortari, are marked by the collapse of the system. The post-electoral conflict arose the PRD, of which López Obrador was a national leader and two-time presidential candidate.
