Corruption, investment and migration – Prensa Libre

I read last week in a written medium that U.S. Vice President Kamala Harris will have a virtual meeting today with President Alejandro Giammattei, where she will follow up on a previous phone call and the visit of a group led by Ricardo Zúñiga a few weeks ago. I also read that he wanted to address the issues of migration and illegal investment, and on a digital medium I read that he also wanted to address the issue of corruption. Corruption, since I can remember correctly and over the years, has been a problem in Guatemala and around the world, including the United States. I have been to Washington several times, and there we talk about corruption, but not as the main theme of the country. In Guatemala, it is extremely important that the institutions of public control continuously improve to minimize this crime. The majority of Guatemalans reject it and that worries us. There are two forms: massive corruption, like the cases that have become known in the media, and petty corruption, which is not known since it is known as the “bites” that some traffic officers ask for. , some customs officers and others. The government does not produce money, it only collects taxes and manages public funds. José Santiago Molina We know that drug activity in a country corrupts many. Guatemala should be no exception, and that is why it is important that this corruption is fought by government institutions designed for these purposes and by the judiciary, and by specific agencies in other countries, including states. -United. As this activity increases, corruption surely increases. Guatemala is a transit country for drugs produced in South America and whose main destination is the United States, so the problem is immense, as it involves many countries – producers, transit and consumption. In recent articles, I have addressed investment issues in Guatemala, both for Guatemalans and foreigners. Much of the solution to illegal emigration to the United States is surely solved by more investment, but also by fighting organized crime, as many emigrate because they live in areas of extortion and others in places where the presence of public forces and there is crime. Public sector investments in infrastructure, ports, airports and electricity are also important so that we can be competitive and thus export much more to the world. The government does not produce money, it only collects taxes and manages public funds. On the gross domestic product, 10.1% was collected in 2020. The average of the last 10 years was 10.74%, highlighting the year 2013 with 11.1%. How to increase this percentage and therefore the total amounts, it is, in my opinion, to simplify the calculation and payment of taxes, to seek mechanisms that attract formality to entrepreneurship, to create more culture of payment in a country with 70% of informality and to make the management of the collection authority more efficient every day. On the other hand, it is important to send messages of confidence to investment, where it surely begins with exemplary efforts by local governments and the entire public sector in terms of transparency in the use of resources. public. Illegal emigration has increased this year due to erroneous political messages in the United States, due to the coyote industry, which is gigantic – we are talking about billions of dollars – and it is not reduced, because in Mexico the economy is shrinking with the current government, because in There is a lack of opportunities in Guatemala and organized crime scares many, as well as in El Salvador and Honduras with similar problems. It is important to know and understand the root causes of this emigration and to work hand in hand with governments and the productive sectors to find solutions. Guatemala has many conditions to create many more opportunities.
